Dr. Robert Wallace Malone is an American vaccinologist. He is frequently described as the inventor of genetic vaccine technology, including both DNA vaccines and mRNA vaccines.
He has served as Adjunct Associate Professor of Biotechnology at Kennesaw State University, as Associate Professor at the Uniformed Services University of the Health Sciences, as faculty at the University of Maryland School of Medicine and at the University of California, Davis.[1] He is Chief Medical and Regulatory Officer for The Unity Project,[2] and served on the advisory committee for TrialSite News.[3] He is the founder and president of the Malone Institute.[4]
He claims to have Secret Clearance from the United States Department of Defense (DoD).
He is married to Jill Glasspool-Malone, a fellow biotechnology researcher and entrepreneur. The couple runs a horse breeding business called Cielo Azure Lusitanos equipped with “a full laboratory for stallion collection and foaling capabilities” including collection and shipping of semen.[5]
Malone submitted a letter of resignation to Wick Goodspeed at Vical on August 1, 1989, effective August 25.[6]
In 1995, Malone received a $224,786 grant from the Tobacco-Related Disease Research Program (TRDRP) for a project titled "Gene Augmentation Therapy for Tobacco Induced Emphysema". He conducted the funded research at the University of California, Davis, publishing a number of papers on transfection, transfer and expression of foreign genes in mammalian cells, cationic lipids, plasmid DNA, and related topics.[7]
Robert and his wife, Jill Glasspool-Malone, collaborated in the formation of Inovio Pharmaceuticals, with Jill having reportedly been responsible for incorporating the company.[8][1:1] The pair also co-founded RW Malone MD, LLC in August 2001. Long-term clients include Avancer Group, Chesapeake Perl, Corium, ITT-Exelis, EpiVax, Jean Brown Research, Quest Diagnostics, Opgen, PaxVax, SAI MedPartners, Soligenix, TASC, and the University of Massachusetts.
Malone served as Associate Director of Clinical Research at DynPort Vaccine Company from 2002-2003. His responsibilities included preparing planning documents and product development plans, participating in the safety review of a smallpox vaccine, identification of new technologies, and managing in-house publication.[1:2]
From 2007-2012, Malone served as Editor-In-Chief of the Journal of Immune Based Therapies and Vaccines.
In a slideshow titled “Interpandemic Vaccination Controversy, Challenge, Opportunity”, dated November 5, 2008, Malone described the potential for rapid development and authorization of novel vaccines in response to pandemic strains of influenza.[9] Another slideshow, titled “DNA Vaccines: Where did this come from, and where do we go from here?”, dated November 13, 2008, outlined the steps of Malone's development of DNA vaccine technology.[10]
Malone served as Medical Director of Vaccines at Accelovance from 2008-2009.[1:3] In this capacity, he delivered a presentation dated November 19, 2018 titled “Vaccine and OTC Product Advancement”.[11]
In December 2008, Malone delivered a presentation for BioPractice titled “Emerging And Re-emerging Infectious Diseases: New Vaccine Product Opportunities”.[12] He served as medical monitor for multiple studies of seasonal and pandemic influenza.
In June 2010, Malone was hired as Medical Director of Vaccines at the Beardsworth Consulting Group.[13][14] He remained in this position until 2013.[1:4] Among the clients listed in his Beardsworth biography are Vical, MentaGen, Intradigm, Solvay, DynPort Vaccine Company, Aeras Global TB Vaccine Foundation, Program for Appropriate Technology in Health (PATH), Iomai and VaxGen.
On September 15, 2011, the Biomedical Advanced Research and Development Authority (BARDA) awarded a $21 million contract to Vaxin (now called Altimmune)[15] to develop a novel anthrax vaccine.[16] Malone's CV claims credit for securing this grant.[1:5]
On October 28, 2011, Malone participated as a public commenter in a National Biodefense Science Board meeting in which he requested that the National Institute of Allergy and Infectious Diseases (NIAID) invest in "dose pairing" studies for an anthrax vaccine under consideration. Other commenters included Meryl Nass and Vera Sherav, both of whom opposed pediatric studies due to known serious adverse events caused by the vaccine candidate.[17]
Malone worked in "a senior position having to do with business development" at TASC during the Arab Spring, at a time when the company "had their own platforms" that were "being developed for defense and intelligence communities" to "map the emotional content of language being used by individuals on social media platforms."[18]
In August 2014, Malone was asked by colleagues at the Defense Threat Reduction Agency (DTRA) to help NewLink Genetics (through their subsidiary, BioProtection Systems) manage their Ebola vaccine project.[19] According to his CV, Malone “built and led the initial team” that “took the Canadian rVSV-ZEBOV-G Ebola vaccine from an abandoned vaccine candidate to funding in the 100 million USD range.”[1:6] This included working with the World Health Organization, implementing “effective stockpiling strategies, project planning and clinical trials development for dosing strategies” and recruiting Merck to the project.[20]
Malone participated in Harvard Medical School's Global Clinical Scholars Research Training (GCSRT) program in 2015-2016.[19:1]
Malone co-founded Atheric Pharmaceutical in February 2016.[21] He co-authored a paper published in March 2016 describing development of medical countermeasures to the Zika virus. His co-authors included Jane Homan, Michael Callahan, Jill Glasspool-Malone, Lambodhar Damodaran, Adriano De Bernardi Schneider, Rebecca Zimler, James Talton, Ronald Cobb, Ivan Ruzic, Julie Smith-Gagen, Daniel Janies and James Wilson.[22]
He published a followup study in August 2016 titled Zika Fetal Neuropathogenesis: Etiology of a Viral Syndrome. His co-authors included Zachary Klase, Svetlana Khakhina, Adriano De Bernardi Schneider, Michael Callahan and Jill Glasspool-Malone.[23]
Malone worked as "capture manager, proposal manager and technical proposal lead author" on a successful grant application on behalf of What a Smoke in 2016, for a proposal titled "Development of a Standardized Electronic Cigarette for Clinical Research."[1:7]
Malone worked closely with the United States Army Medical Research Institute of Infectious Diseases (USAMRIID) on his analysis of drug compounds.[1:8]
He worked as Principal Regulatory Consultant at Novotech in 2018-2019.[20:1]
On January 4, 2020, Michael Callahan reached out to Malone to inform him about the apparently emerging SARS-CoV-2 outbreak in Wuhan, China.[24] By this time, Malone was working with the Defense Threat Reduction Agency (DTRA)'s Discovery of Medical Countermeasures Against Novel Entities (DOMANE) program, through which Malone began investigating famotidine.[25][26] On April 14, BARDA awarded Malone's company, Alchem Laboratories, a $20.7 million contract the conduct a clinical trial on the drug. Malone's resume lists the start date of his COVID-19 therapeutics discovery project as January 10, 2020, which he described as "joint development and performance of outpatient clinical trial designed to test new monitoring and data capture technology while using COVID19 (sic) as a live-fire example," as an initiative with DOMANE and the Walter Reed Army Institute of Research.[20:2]
At some point in 2020, Steve Kirsch reached out to Malone for help applying for an Emergency Use Authorization (EUA) from the Biomedical Advanced Research and Development Authority (BARDA).[27]
On May 24, 2020, Malone published a pre-print study titled COVID-19: Famotidine, Histamine, Mast Cells, and Mechanisms co-authored with Jill Glasspool-Malone and others.[28] It underwent revisions on June 22 and August 31 before being published in Frontiers in Pharmacology on March 23, 2021.
Starting in June 2020, Malone was an invited participant in the Accelerating COVID-19 Therapeutic Interventions and Vaccines (ACTIV) Therapeutics Clinical Working Group.[20:3]
On July 24, 2020, Malone published a pre-print study titled "Hospitalized COVID-19 Patients Treated With Celecoxib and High Dose Famotidine Adjuvant Therapy Show Significant Clinical Responses" describing the use of celecoxib and famotidine to treat COVID-19 in hospitalized patients. His co-authors were Kevin Tomera and Joseph Kittah.[29]
On May 21, 2021, Robert and Jill Glasspool-Malone commented on an IPWatchdog article titled "The mRNA IP and Competitive Landscape Through One Year of the COVID-19 Pandemic – Part I" in which the pair complain that he was not credited.[30]
In June 2021, Malone appeared with Steve Kirsch on Bret Weinstein's DarkHorse Podcast, discussing COVID-19 and mRNA vaccines.[31]
Malone appeared in an August 2021 episode of Perspectives on the Pandemic.[32]
In September 2021, Malone was interviewed by Jimmy Dore.[33] Both men claim to have suffered adverse events following injection with COVID-19 vaccines.
Malone points to “second generation” vaccine technology as potentially safer and preferable to current COVID-19 vaccines.[34] On September 21, 2021, Malone pitched Reliance Life Sciences's RelCoVax to an online audience at the Vaccines Summit-2021, an event which he also Chaired.[35][36]
Malone participated in a November 9, 2021 interview with Veronika Kyrylenko of The New American.[37] On that same day, he also participated in a livestream with Noble Savages alongside Dr. Daniel Nagase, during which he cautioned against speculating about reverse transcriptase and possible integration of genetic material from COVID-19 vaccines into the human genome.[38][39] He specifically dismissed the findings of Rudolf Jaenisch, who Malone described as having "a multi-decade history of overinterpreting retrovirology and publishing irreproducible findings."[40]
On December 9, 2021, Malone appeared for a two-hour question and answer session on the Vaccine Safety Research Foundation livestream.[41] He then spoke about mRNA technology on the Courtenay Turner Podcast on December 24, 2021.[42]
Malone was deplatformed by Twitter on December 29, 2021 after sharing a video produced by the Canadian Covid Care Alliance (CCCA) titled “The Pfizer Inoculations For COVID-19 – More Harm Than Good.”[43] He appeared the following day on the Joe Rogan Experience.[44] Malone and Joe Rogan discussed a range of topics including ivermectin, Mattias Desmet's theory of mass formation (which Malone mistakenly referred to as "mass formation psychosis"), and COVID-19 in general.[45] Jonathan Witt summarized the episode on Twitter.[46] The full transcript from the interview was submitted to the Congressional record by Congressman Troy Nehls on January 3, 2022.[47]
Malone suggested that the Indian state of Uttar Pradesh hid its use of ivermectin, which seemed to contradict previous public statements from the state government on the matter.[48][49] Forbes dismissed Malone's “mass formation psychosis” statements as “unfounded.”[50]
In January 2022, Malone warned of an “Ebola-like hemorrhagic fever” supervirus in China caused by vaccine-induced immune escape.[51] The Brownstone Institute published an article on January 6, 2022 defending Malone's role in the invention of mRNA vaccine technology.[52]
On March 24, 2023, Dr. Daniel Nagase published an article on Substack suggesting that Malone was behaving like "a double (or triple) agent".[53]
Malone testified at the National Citizens Inquiry (NCI) in Toronto, Ontario on March 30, 2023, where he discussed fifth generation warfare during the COVID-19 pandemic.[54]
On January 5, 2024, Malone republished a TrialSite News (TSN) article about The Wellness Company titled "Monetizing the COVID-19 Backlash—Big Vision, Palpable Demand, But Can They Pull it Off?"[55][56]
Malone is listed as an inventor on several patents related to gene therapy and liposome-based gene transfer technology.
