Total Intelligence Solutions (TIS) was an American consulting firm based in Arlington, Virginia.
TIS was founded in January 2007 by Cofer Black and Robert Richer through the merger of The Black Group, the Terrorism Research Center, and Technical Defense.[1] The company formally launched on February 20, 2007.[2]
Richer left the company in February 2008.[3]
TIS was previously a member of the International Stability Operations Association (ISOA).[4]
